I represent the owner on a construction project. In the previous pay app, the contractor billed for stored materials. Are they supposed to include that amount in the current pay app or do they only include new materials stored since last pay app?

Assuming you paid for the stored materials in a prior pay app, there are two reasons it may they might be seeking storage, they may be showing the materials as billed and paid. Someone needs to study the pay app to be certain. But once you paid for the materials, you need not pay twice.
