If a general contractor has a certified contractor license but the license is in active what would be the penalty for the contractor it being his first offense

If it is inactive the offense is contracting without a license. There is no way to know what the penalty would be. It is a first degree misdomeanor with the maximum punishment of one year incarceration and a $1,000 fine.
