Intended to use CP for partial retention request, but GC is asking for CF without exceptions. GC has also stated the only lien releases that can be submitted for retention request are CF & UF. Any guidance would be helpful.

You should use a conditional waiver and release upon “progress payment” followed by an unconditional waiver and release upon “progress payment.” Conditional and unconditional waivers and release upon “final payment,” are just that; release forms to be used upon “final payment.” A partial release of retention isn’t a “final payment” and there is no section in the statutory forms to reserve your rights as to the balance of retention.
