What must be included in an electrician's invoice?

Are electricians required to provide an estimate and get approval from the owner prior to beginning a residential project? No estimate was provided. Work is completed. The invoice he gave me has only a total due. There are no dates of service, description of work performed, hourly rate, or hourly total. I requested a detailed invoice. I have now received another invoice with a different invoice number for more than the original invoice he sent.

California tends to be very strict regarding home improvement agreements. As you may know, California home improvement contracts must generally include a detailed, written payment schedule. But, I'm not aware of similar restrictions or requirements on invoicing. It may be helpful to reach out to one of these California Construction Payment Experts for more clarity here, though. Admittedly, I'm no expert in CA's construction accounting requirements.
