I wasn't able to track down an industry-standard figure for mobilization costs. But, 10% sounds like it'd be a fair amount for mobilization costs - though maybe on the high end of things. Ultimately, though, what's proper for mobilization on one job won't always make sense on the next job. Rather, the costs associated with mobilization will likely vary depending on the details of the job at hand. After all - the costs should more or less directly relate to the costs incurred with mobilizing for that particular job.
