I am concerned that being a Sub-contractor on commercial private and Public projects ranging in the millions we would have substantial documentation if we do not file with the CC. This is whether or not the Preliminary is required by a certain state or not! looking forward to your prompt response. Thank You!

Not sure you posted in the right state. In Georgia there is no circuit court, nor is there a "Preliminary Notice to Owners." Your question implies that you are asking for multiple states. Lien law is statutory and varies greatly from state to state. So depending on what the actual question is you'll get a different answer for each state.
