If you did not file a construction lien within 90 days of completing your work you can never do so. If not, you nevertheless have the right to file a lawsuit for breach of contract. If the amount owed is $8,000 or less on principal then you do not need a lawyer to file a small claims lawsuit. If more you probably will have to engage a lawyer.
