Hi. My. building has a lien for "Industrial Commission War" by the NYC Dept of Transportation. what does that mean?

Generally, liens filed by a public entity - such as the DOT - will be due to unpaid taxes, fines, or other amounts owed to that entity. So, it might be helpful to reach out to the DOT to determine why the lien is in place and what can be done to have it removed.
Alternatively, reaching out to a local New York real estate attorney could help, here. They'll likely be more familiar with situations like this one. Unfortunately, I've not heard of an Industrial Commission War lien, myself.
