I filed a mechanics lien in California. On the Sacramento assessor site, theres a document titled "Notice to action", what is this referring to?

Did you mean to say "Notice of Action?" The phrase "Notice of Action" on the county assessor's site could very likely be referring to a California Notice of Pendency of Action (also known as "Lis Pendens").
