What happens if I refuse to sign a conditional or unconditional lien waiver/ release

California

in california a public works project is done and General contractor is trying to close out the project and is asking for a waiver release however there is a disputed change order amount that contractor refuse to pay. The 10% retention is still owed, what happens if sub contractor refuses to sign conditional or unconditional lien release? I know will hold up retention but will this in any way forfit the 10% retention if subcontractor refuses to sign until the change order is addressed by General Contractor?

If they do not pay you, you can put a stop notice. You should not sign an unconditional lien waiver if you have not been paid. Conditional waivers are OK. You can call to discuss further and get help: occonstructionattorneys.com
