The Notice of Commencement must be filed in the clerk’s office and either a certified copy of the NOC or a notarized statement that it has been filed must be posted at the job site. After reading the FAQs, I’m afraid I’m as confused as ever! As a homeowner having a new roof installed, am I supposed to withhold 10% of the contract price for 30 days? Please answer in plain English and not legalise!
