We did a DBPR search for a “licensed contract and it doesn’t say “active” It states he is eligible for the exam and he is financial officer

It means he has submitted all the necessary paperwork to sit for the exam. In other words, he is not yet licensed, but the only thing he needs to do to obtain his license is pass the exam. If he is the financial officer of a company, then it is likely that there is another person who actually holds the license and qualifies the company. You should search the company name in the DBPR database to see who the qualifying agent is.
