What do i put for owner on project

We are filing a mechanics lien for this project. There is a Maricopa County Assessor's report showing the City of Phoenix as an additional owner, there is also a 2021 lien filed on the property that does not list the City of Phoenix as an owner. What do I do?

I cannot answer this question without looking at the contract and probably the Maricopa County Assessor and Recorder's website, plus probably your preliminary 20-day notice.
