What do I do about faulty workmanship.

California

I am a homeowner of a mobile home. The contractor I hired had good credentials but due to the subcontractors they hired everything they did was done wrong and had to be redone. The end problem was faulty workmanship. In spite of my cautioning, they scheduled and did the insulation and moisture barrier before cutting into and replacing the water damage musty floors. The caused the new insulation to be cut and debris fell into it as I thought it would. Then they lied and said they have replaced it when I know they haven't because I would have seen the new materials being carried onto the property and witnessed the work being done. Bottom line, I want them to replace the new, damaged insulation and moisture barrier or give me a credit on my contract bill. I have asked for an itemized bill but none had been given. What is my best course of action: Have an attorney write a letter in hopes that it will bring them to action, or file a claim with the Board of Contractors? The contract was for $15K
