What constitutes a federal worksite?

If a civilian is sent to a military base to work would federal prevailing wage apply? If say I went from idaho to hawaii and worked as a welder/ iron worker for a contractor?

In general, the project type (determined by the improved property and contracting parties) is what determines the applicability of prevailing wage laws. Federal projects require federal prevailing wage determinations. Projects on military bases are generally federal projects, such that federal prevailing wage requirements must be followed, but that is not necessarily always the case. For example, a school or hotel located with a military base property could be privately owned, and the contract for work could be entered into completely irrespective of the federal government, or any branch thereof. In these situations, the project would likely be a private work of improvement, such that the federal prevailing wage determinations would not apply.
