What can I do?

ColoradoLicenses

I am a subcontractor. My company is primarily project management though we all have 20 years of construction experience. There are a lot of circumstances that led to the following. Without killing you with details, in June, 2021 our client terminated our professional relationship. They owed us money and the job was incomplete. We pulled permits for everything to remodel a basement, ie electrical, plumbing, general. They finished the basement with other contractors but did not pull new permits. I'm in CO. Is this not illegal? I know an electrician could not complete work on someone else's license. But they did. What are the ramifications for this and What can I do to close out my guys permits? They keep telling me I have no authority to direct work there, or meet anyone there but it was me that got the permits and I would have to meet the city for final inspection correct?
