What are the retainage rules or standards for withholding retainage on architect and engineer designers? It is done

If a general contractor hires an architecture firm to be the design builder for a project, would retainage get withheld on the designer for their design or not?

Generally the answer would be no. There is no general right for a GC or anyone to withhold retainage. The contract must spell out the terms of the retainage and when it is to be paid. So if it's not in the contract, then they probably can't withhold it.
