What are the laws surrounding the filing of liens against a City, State, or Federal property?

We have completed work on a City of Phoenix job and have not been paid. Can I file a lien against the government? The value of the job was small enough that a payment bond was not required. How do I get paid?

You cannot lien government property. Your remedy would be a lawsuit against the contractor that owes you money and potentially an unjust enrichment claim against the City depending on the specific facts. Any claim against the city requires that you file a notice of claim within 6 months after payment is due and a lawsuit within one year after payment is due.
