Trying to get paid on a project in Arizona where we have finished project and have billed final pay app and retainage and have not been paid.

If you have properly served a preliminary 20-day notice, then you have several avenues of collection, including filing a mechanics lien.
However, even if you did not serve a timely preliminary 20 day notice, you still retain the right to move forward with a breach of contract claim and an action under the Arizona prompt pay pact, which requires a general contractor to pay its subs within 7 days of the contractor receiving payment from the owner.
