Vendor told can't be paid if invoice submitted after 90 days?

It is legal in California, to say that an invoice will not be paid if received after 90days, for any of your related vendors performing work on your behalf?

More facts are needed to answer your question. Is there a provision in a contract that requires submission of an invoice in 90 days? If so, what does it say?

This is what's said in Exh-2 of the agreement: 2. The Service Contractor will submit all invoices exclusively through the Corrigo system. Invoice submission shall be no later than 90 days after completion of work. This is from the T&C's in the agreement 12.11 Applicable Law. This Agreement shall be governed by and construed in accordance with the laws of the State of Illinois, unless different choice of law is required by Owner and specified in this Agreement
