Total Cost of Sales Target as % of Overall Sales

What should be of our total cost of sales (from the Sales Team) as a percentage of revenue by the year-end? (Assuming the sales team costs include salaries, statutory costs, benefits, travel expenses, etc.). If we had a year-end sales goal of $4 million for a sales rep, what should be his/her total cost of sales as a percentage of hitting the four million? Or if you had multiple sales people and there overall goal was $20 million, what should be there total cost of sales as a percentage of the 20 million in revenue by year-end? We are thinking that it should be around 6.25%. Is that a good benchmark?
