To take a building owner to small claims, are lawyers allowed, or do we represent ourselves?

Colorado

The client has a food truck, but was acquiring a building for a stand alone restaurant. We've done the work, invoiced (which he acknowledged receiving and as his, have a signed proposal, have emails tracked with Hubspot every single time we followed up as well as each time he opened. He is not lying saying he didnt read or sign anything. Its a pretty cut and dry case in my opinion. Total due is only $1680, so I have confirmed small claims court is appropriate but not sure what to do next.

The Colorado judicial branch website has excellent instructions, overviews, links and forms. You should also consider going to the small claims clinic. The rules, the handbook, instructions, forms and other resources are all available here https://www.courts.state.co.us/Self_Help/smallclaims/ In addition to the above Colorado resources, Nolo Publishing has an excellent book that provides a plain English discussion of small claims. Here is the site http://www.nolo.com/products/everybodys-guide-to-small-claims-court-NSCC.html. Please note that the foregoing is not a representation that the information is all that one needs for your matter or a warranty on their accuracy. Finally, if you need help on procedure you should contact an attorney and consider having a limited representation. In this representation the attorney does not enter an “appearance” but instead they are available as a resource where they explain procedures, assist with strategy and the like. I hope it works out and I wish you all the best.

Sorry, I forgot your initial question. No, the plaintiff cannot hire an attorney to represent them in the suit. If the defendant gets an attorney, then the plaintiff can hire one. With that said, given the amount at issue, you should do this yourself with maybe an hour or two under a limited representation.
