The difference between a private and public company

I need help in determining what kind of project I have. It is a multifamily project in Indiana. It is owned by a private company, not by any government agency. I believe it is a private project which if we wanted to file a lien we would have to send a notice after the 1st delivery of the project. Public project does not require a notice. This project is owned by a private company, not by any government agency. Am I correct in saying this is a private project requiring the notice after the 1st delivery?
