The GC on one of our public works projects didn't submit our progress billing to the owner. Is there anything we can do about this?

Assuming that your invoices are due on receipt, you can insist on payment from the GC. GC's cannot withhold payment from subcontractors based on failing to submit a payment request to the owner. Thus, even if the GC has not been paid, the GC still owes you the money for services that you performed.
