Subcontracting to avoid License requirements

Can an out of state licensed electrical contractor without an Arizona Contractors license hire a local licensed electrical contractor to do all the work for them without getting a license?

Unfortunately, I'm not sure that would work. Arizona contractor licensing requirements are found under ARS §32-1101 et seq. Under these statutes, a "contractor" is defined as: ...any person, firm, partnership, corporation... that, for compensation, undertakes to or offers to undertake to, purports to have the capacity to undertake to, submits a bid or responds to a request for qualification or a request for proposals for construction services to, does himself or by or through others, or directly or indirectly supervises others to (1) construct, alter, repair, subcontract from, improve, move, wreck, or demolish any building... It appears from this language that accepting a contract and then subcontracting the work would still be considered unlicensed contractor work. Which in Arizona, is a class 1 misdemeanor.
