State Compensation Insurnace is refusing to pay an earned dividend from the year 2014. I need representation. How can I connect with an attorney that can help me?

I changed compensation insurance companies in 2016. When I contacted State Comp to ask about my dividend from 2014 they sent me a letter saying that the dividend could not be paid because I was not current with my premium at the time dividends are paid. I don't owe them anything and I want to stand up to them for my money. I have not been able to find an attorney that will take this case.
