Solar panel lease, installation not to code, no inspection from county public works, permits expired

I am a property owner, with a solar panel lease on the roof. Panels are installed 8 years ago. Because of a recent roof leak, I came to discover a few things. According to 3rd party roof/solar contractors, the set of panels installed was not up to code, and it should of never been installed. Because my roof had no plywood or OSB layer, there was anything to secure the panels. And because of the installation on wood shingles, the roof is leaking because of that. And I can't patch the leak, have to replace the entire roof now. So I was advised to check with building and safety for proper paperwork. And to my amaze, I learned that safety inspection was not done, and the installation permits all have expired, and I was advised by building and safety to contact service provider. SunPower tells me to contat authorized dealer, dealer says they can't help and to call SunPower. So now i am stuck in a loop. Can anyone help me?
