If you are owed money on a project, but you cannot file a mechanic's lien, your claims are most likely restricted to the party you contracted with. You may have claims for breach of contract and possibly violations of Ohio's Prompt Payment Act, but those claims would only lie against the party you contracted with.
If that party will not pay, despite demand, you may have no other option than to take them to court in order to get a judgment.
