Should the home manufacturer be partially responsible for new manufactured home repairs?

Louisiana

I’m a manufactured homeowner. When our home was around 5 months old, we noticed soft spots on the floors (only south end of house). Also, the dishwasher leaked and messed up the wood and paint in kitchen. A master bedroom wall is sinking in because it was not placed on a beam or anything. They have also failed to get a title for our home. Contacted them right away and was told multiple times someone was coming to check it but it was 6 months before they came, by that time soft spots had gotten worse and started spreading. Contractor told us there was a broken sewage line under house and moisture was cause of floor problems. They said there were two holes in the vapor barrier on that side of house and our brick skirting was not ventilated properly. My husband fixed the sewer line that day, contractor said to call when dry under house and they would repair the vapor barrier and fix kitchen damage. Contractor was submitting report to home manufacturer to determine who would fix floors. He said they would call us within 2-3 days but they never contacted us. We contacted them and they told us due to poor ventilation they were not fixing floor. We told them vapor barrier, which they were responsible for setting up, had holes in it where the soft spots started and the length of time it took for them to finally send someone was a major factor of the problem. Also, since SBA (mortgage lender), did not get the titles to our home they have refused to disburse the remainder of our loan. We have been unable to get our home back to pre-Hurricane shape because of our inability to get remainder of loan money.
