Governor Little's stay at home order seems to allow most construction to continue during this coronavirus outbreak. Public works, commercial construction, and construction of housing are all specifically identified as "essential." Plus, many specialty trades like plumbers, electricians, and even landscapers are specifically identified as essential, as well. Naturally, things can change quickly in times like these - so it'd be a good idea to keep an eye out for announcements from your state and local governments, as well as announcements on the federal level.
