Can retainage held on temporary structures like scaffold that is only on the jobsite to help the General Contractor complete the project?

Your question is a bit confusing. It sounds like the GC is withholding your retention until you remove your scaffolding. If your contract requires you to remove your scaffolding when you’re done, then you should remove it. It sounds like you were trying to be nice and let the GC use it to finish the job but he doesn’t seem to want it. So remove the scaffolding and hopefully he’ll release your retention.
