I provided a Retainage Bond to a GC on a HUD project and the GC is stating that since the retainage is being held by the owner and not the contractor it will not be released until completion. I was under the impression the bond worked weather the project was HUD, Government or Private. Any advice on this? Or RCW's I can refer to?
