He also requested a cash advance, which was not reflected in the stated amount on the contract. Is that okay/ legal ?

CA law limits the down payment to $1,000, or 10% of the contract price, whichever is less.

Sounds like your contractor may have violated the Business and Professions Code by asking for a "cash advance" in addition to a $1,000 down payment.
