Problem with a contractor

What is the repercussions to a homeowner if a lien is filed. I have an issue with a contractor who has not delivered the concrete patio they sold me. They told me it was a 3 day project and it has now been 30 days. They continue to tell me that they are going to fix the patio but I do not think they plan to do it correctly. I have said the patio needs to be completed correctly or final payment will not be made. They have said if I don't pay they will file a lien and it applies immediately and will shut down any other work on my property by other trades and I would not be able to rent out my home while we argue thru the courts. Is this true? My understanding is the lien goes against the property and if I want to sell or refinance the home is when it would affect me. Which is correct or if both are wrong what is the process?

The main problem is you can't refinance or sell your house for about a year until your address the issue.
