Prime Contractor's Ability to Recover Payment on Florida Public Project in the Event of Owner Nonpayment

Is an Owner on a public project in Florida required to provide a payment bond for the benefit of the prime contractor? In other words, how is the prime contractor prevented in the event of Owner nonpayment since the public entity is exempt from a lien?

The prime contractor has a breach of contract claim against the public entity. The public entity is usually solvent so it has the ability to pay a judgment or settle the case. .
