If you secure a project as the General Contractor, and the awarding authority received their Emergency DCAMM Waiver, do you need to have your subcontractors provide Certified Payroll to the GC? Then the GC submit subcontractors forms with their own? Also, is there a document that releases the GC from any liability from the subcontractors employees?
