Prevailing Wage: On-Site Work, On-Site Administrative role, and Off-Site Office Work

Where are the lines for who gets prevailing wage and who doesn't, on a job? Examples: If I am programming a bunch of cameras at our office that will be taken to the job-site, should I get paid a prevailing wage rate for that job? If a salary employee goes out to the job-site to work, do they get a differential? If I go on-site but in an administrative capacity, to plan cable pathways or instruct a sub-contractor on what they will be doing, do I get prevailing wage? I find a lot of conflicting answers in Google searching. Thank you.
