The owner direct bought material on a Florida construction project that I am the GC on. The project has a payment performance bond. The owner has not paid the vendor, is my Payment Bond company liable for the payment to the vendor? I the GC did not receive a Notice to Owner from the vendor that material was being supplied to my project that the owner purchased.
