On a partially govt funded job, could the owner get bids and purposely not state it is a prevailing wage job knowing the sub is on the hook for the unpaid wages anyways? Meaning the owner pays less to get a job done. No contract between owner and sub

Generally, prevailing wage requirements must be disclosed in the request for bids or proposals. It makes sense, too - bidders can only provide bids based on the information they're given about the job, so owners are generally barred from lying or withholding important info in order to entice lower bids. So, failing to disclose prevailing wage requirements may be more than just unfair - it might also be against the law. Unfortunately, though, I'm not personally familiar with prevailing wage bid requirements. So, reaching out to a construction attorney familiar with the relevant prevailing wage requirements should help to clear things up. Or, discussing the matter with the public agency involved with the project may work as well.
