Ok to make contractors final payment, when I received a Partial/Conditional Release from the material sub-contractor?

Should I accept a Partial and Conditional Release of Lien from the materials sub-contractor on a small paver patio project in order to make final payment to the contractor? Previously received a Notice To Owner from the sub-contractor (paver manufacturer). In St. Petersburg, FL
