I filed a Notice of Commencement on a GA customer. We have since been paid. Now the customer claims we must submit a form to the County/City of release of the NOC which must also be signed by the customer

Greetings. I don't think that is correct at all. Presumably you signed a lien waiver which will show payment and that there is no lien. In any event, there is no requirement to "release" the NOC, and no need to do so.
