The only way to collect on a debt that someone refuses to pay is to file a lawsuit. If you don't have the money to hire a lawyer, you can try to do it yourself by filing suit in justice court. The justice court website has forms as it tries to be user friendly for people who represent themselves since it handles smaller cases where the cost of hiring a lawyer doesn't always make sense.
