A Notice of Intent to Lien is a great tool for forcing payment. However, the threat of a lien claim won't always work to get paid - and sometimes additional measures will need to be taken.
As you mention above, one of these options is to file a mechanics lien. Filing a mechanics lien will work in a number of ways to force payment (we counted 17), and liens are generally considered the most powerful tool for getting paid in construction. Other options are on the table, too. Sending a payment demand letter could be useful. Demand letters will generally include specific legal threats and put a deadline for when payment must be made. Or, actually pursuing legal claims could be an option too - like a breach of contract or prompt payment claim. And, finally, sending the debt to collections is yet another recovery options that may be available.
