New construction developer issues and recourse of the owners association regard building faults

A complex question. For a new building in Sussex county that is complete on construction and sale to unit owners. It appears that the developer has stacked the condo association board with their general council and the chair of the local zoning committee (the obvious conflict is not the primary issue). What is at issue is that the developer is trying to get out from the building with several significant issues that will likely run in to the 7figures to repair. Their exit is a blatant attempt to push off the repairs to the association/owner membership. 1) is there recourse for by he owner association 2) would the construction be under bond and can local authority assist in holding the developer responsible 3) where would one file a complaint (city council, county revenue departments, states attorneys Any insight or direction to the correct title/code sections would be helpful.
