Need to determine the State law as it pertains to late payments by municipalities to General Contractors?

I'm still confused about the Alabama Prompt Payment Act as it pertains to municipalities and counties. The Act appears to stipulate on public work projects the requirements if the State of Alabama is a party to the contract. So how are public work projects for municipalities addressed by the Act?
