If your boss hasn't been doing things by the book, then reporting them to the IRS for tax fraud or tax evasion may be an appropriate step. Additionally, reporting an employer to the Kentucky Department of Revenue can help on the state-level.
Plus, keep in mind that there are tools that can help put an end to harassment - like a protective order or other legal claims. And, consulting a lawyer who's got experience dealing with harassment and hostile work environment claims might be useful.
