Good Morning , Must a certified payroll be submitted for weeks in which we did not work ( gaps prior to completion of project ) eg. Thanksgiving holiday week ..etc We are being to asked to submit CERTIFIED PAYROLL when there was no payroll Thank you , Robbie Texas

Certified payroll requirements are pretty strict, and fringe benefits must be reported in addition to normal payroll reporting. So, it makes sense that certified payrolls would need to be reported even on days/weeks where work didn't take place. This is particularly true since holidays would seemingly fall into that fringe benefits reporting. Admittedly, though, I don't have much personal experience with certified payroll reporting. So, consulting with a construction finance professional, a prevailing wage attorney, or a prevailing wage service like eBacon or Contractors Prevailing Wage should provide some additional clarity on what should be reported.
