Does a project manager hired by the property owner working independent of the General Contractor in California need to file a Preliminary Notice if they wish to preserve their right to file a Mechanics Lien against the property?

If you're hired directly by the property owner on a California construction project, preliminary notice will only be required if there's a lender on the project. And, that notice would need to be sent to the lender.
