Suppose that a contractor does not do the job they were hired for, or more specifically, does it so poorly that no reasonable person would accept it. Can they file a mechanic's lien?

They can but you could have it removed and seek legal fees if it was filed in bad faith. However, it is likely a Judge would hear all the testimony after a full trial and decide who is right and who is wrong. If the contractor is proved to have done improvements it could get expensive for you. It is best to settle these controversies out of court.
