Mechanic Liens - General GC

The General GC hired unlicensed electrician (person with no license), checks were payable to a person instead of a electrical company. Also, the other subcontractors, Framer, Roofer were people with no business license from the state and with no occupational license by the county (as required); also checks were payable to person instead of a company. Is this legal? He submitted a mechanic lien for extra cost not established in the contract. Any suggestions, feedback would be appreciated.

If you file a proper Notice of Lien Contest, and no lien action is filed within 60 days, the lien is dissolved. If the action is filed, obviously you would need to defend.
